They started a competition in schools all over the country who find's the best word for "nicht-mehr-durstig". They even cooperated with the Duden editorial staff (at least that's what they said). It just occured that there was no word to express that one's not thirsty anymore and then they tried to establish this word as a new 'fashion' word and make it word of the year I think.
